Well, from what I've seen I think SoftImage's animating tools work the best.
But maybe im just gay and don't know how to master maya's rigging / animating system ;o because there's a template biped skeleton included with maya that works miracles. (Which has *some* constraints, but I think it can be used for the game)
But technically you can use any tool you want as long as it can export to COLLADA.
